Treasury Triples Long-Bond Buyback to $6B — Evening Brief – 09.09.26

The Treasury Department will triple the maximum size of a long-term debt buyback as it seeks to improve market liquidity during a global bond selloff that has pushed U.S. borrowing costs toward multiyear highs.

Treasury will accept up to $6 billion of 10- to 20-year securities during a 20-minute operation ending at 2 p.m. Eastern time Thursday, according to its updated buyback schedule. Previous operations in that maturity range were capped at $2 billion.

The increase exceeds the department’s August guidance that individual long-maturity operations would rise to at least $4 billion. That announcement, made outside Treasury’s regular quarterly refunding process, surprised investors and raised questions about whether Secretary Scott Bessent is adopting a more active debt-management approach.

Treasury characterizes buybacks as a tool for supporting liquidity in older, less-traded securities and managing cash, rather than a program for setting yields. The government finances repurchases through other borrowing, meaning the operations alter the composition of outstanding debt but do not eliminate the federal financing requirement.

Investors appeared underwhelmed by the larger operation. The 10-year yield rose above 4.85% Wednesday, its highest level since November 2023, while the 30-year yield moved above 5.3%. The 10- and 30-year yields have increased approximately 70 and 45 basis points, respectively, since the beginning of 2026.

Long-term rates have climbed as investors confront persistent inflation, energy-market disruption from the Iran conflict and rising government borrowing. Gross federal debt exceeded $40 trillion in August.

Although larger buybacks may improve trading in targeted securities, their effect on benchmark yields could remain limited unless inflation expectations, fiscal projections or anticipated Federal Reserve policy also change.
