
Illinois Police Pension Fund Narrows $450M Real Estate Search
The Illinois Police Officers’ Pension Investment Fund is moving toward a final manager selection for a $450 million non-core real estate mandate, with TA Realty and 1 Seed Capital presenting as finalists to the board Tuesday.
The $16.5 billion Peoria-based pension fund is working with consultant Albourne on the search and expects to make a final decision later this year, according to a private-markets portfolio presentation. The allocation would be funded by reducing IPOPIF’s interim exposure to a real estate investment trust index fund managed by State Street Investment Management.
TA Realty invests across industrial, multifamily, retail, office and data center properties. Its core-plus, open-end and sector-specific strategies focus particularly on logistics and multifamily portfolios in targeted U.S. growth markets.
1 Seed Capital, based in Chicago, takes a different approach. The firm provides seed and strategic capital to U.S. real estate investment managers and acquires general partner stakes. Its team traces its roots to Oak Street, later acquired by Blue Owl Capital, before spinning out in 2024.
The manager search would move part of IPOPIF’s real estate exposure from public REITs to private real estate, giving the pension fund more direct exposure to property-level strategies and potentially a broader set of value-add and opportunistic investments.
As of midyear, IPOPIF’s State Street-managed REIT allocation totaled $661 million. Its sole private real estate commitment made in 2025 was $231 million to the Principal U.S. Property Account Fund, managed by Principal Real Estate Investors. That investment returned 4.9% through midyear.
The pension fund’s overall portfolio returned 11% in the second quarter and 20.1% for fiscal 2026, outperforming its internal benchmark, according to the Albourne presentation.
IPOPIF has also been active in private credit, conducting a separate $250 million opportunistic private-credit manager search earlier this year.
