KCERA Spreads $150M Across Three Strategies in September
The Kern County Employees’ Retirement Association allocated $150 million across quantitative equity, energy credit and real estate debt in September, following a $50 million commitment in August to Quantum Energy Partners IX for its real assets portfolio.
In public equities, KCERA allocated $70 million to Man Numeric’s active systematic equity strategy, which uses a quantitative model combining traditional factor-based signals with company-specific signals drawn from alternative data. The strategy will be run through a separately managed account with risk parameters customized for the pension.
KCERA also committed $70 million to Quantum Capital Solutions III in its private credit portfolio. Managed by Quantum Capital Group, the strategy provides credit and structured financing to energy companies, focusing on asset-level financing, preferred equity, and secured and unsecured debt. The commitment is a re-up after KCERA put $45 million into the predecessor fund, Quantum Capital Solutions II, in 2024.
That fund drew strong demand. Quantum raised $2.8 billion for Quantum Capital Solutions II as part of more than $10 billion in commitments across its platform in 2024. Founded in 1998 and based in Houston, Quantum has managed more than $28 billion in equity commitments since inception, together with its affiliates.
KCERA also completed a $10 million co-investment with Beach Point Capital Management to refinance a Class A mixed-use property in New York City. Part of KCERA’s opportunistic strategy, the investment is structured as a mezzanine loan.
The deal builds on an existing relationship. In 2025, trustees committed $30 million to Beach Point’s BPC Real Estate Debt Fund.
The $7.4 billion Bakersfield, California, pension returned 14% for the fiscal year ended June 30.
